Ordinance 14-009 3rd & Final Reading	Renaming the Park Located at Tatnall Street and 24th Street Presently Known as the "Tatnall Playground" to "One Love Park"
Synopsis	This Ordinance is being presented by City Council for Council’s review and approval. If approved, Council would be authorizing the renaming of a City park at 24th and Tatnall Streets (currently known as Tatnall Playground) as “One Love Park.” Council President Theo Gregory is proposing that the park carry the title “One Love Park,” based on the song “One Love” and lyrics by internationally-known reggae musician Bob Marley. Marley lived in Wilmington in the mid-1960’s in a home owned by his mother at 2311 Tatnall Street across the street from the park. The Council President said the lyrics of One Love and what the song has come to mean to people in the years since Bob Marley composed it is a reminder about the importance of love for our children and for each other. Bob Marley’s daughter, Cedella Marley, based on her father’s work and legacy, adapted a children’s book entitled “One Love.” Cedella said the book is intended to remind new generations that positive things can happen in a community, and people can feel good when everyone comes together with love in their hearts.

Resolution Pending	Supporting House Bill No. 105 Regarding Same-Day Registration in Delaware and Encourages the Delaware General Assembly to Vote to Approve the Legislation
Synopsis	This Resolution is being presented by City Council for Council’s review and approval. If approved, Council would be urging passage of “same day registration” (SDR) legislation pending before the Delaware General Assembly that would permit eligible voters to register to vote on the same day they cast their ballots. The legislation would permit SDR during presidential primary elections, state primary elections, special elections and general elections. Sponsors of the legislation predict greater voter participation if the legislation is approved, especially among people of color who are among the most underrepresented population of voters.

Ordinance 14-011 3rd & Final Reading	Authorize the Issuance of the City’s General Obligation Bonds or General Obligation Anticipation Note, In Order to Provide the Funds Necessary to Finance the Street Paving and Reconstruction of Various Streets and Roadways Located within the City Limits; Providing for the Sale of the Bonds or the Note; and Authorizing Other Necessary Action
Synopsis	This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the issuance of a General Obligation Bond not to exceed $4 million to finance City street paving and reconstruction of various streets and roadways. The fiscal impact from the issuance of the Bond is approximately $50,000.

Resolution Pending	Supporting Downtown Development Districts Act and Encourage the General Assembly to Vote to Approve the Legislation
Synopsis	This Resolution is being presented by City Council for Council’s review and approval. If approved, Council would be urging passage of legislation pending before the Delaware General Assembly entitled the Downtown Development Districts Act. The legislation is intended to leverage state resources to encourage private investment in commercial business districts in Delaware and in the neighborhoods that surround the business districts. The legislation is intended to support the commercial vitality of downtown areas and increase the number of people living in the downtown areas and surrounding neighborhoods. Under the terms of the legislation, private investors could receive grants from the State for up to 20% of their costs for exterior, interior and structural improvements.

Sub. 1 Ordinance 14-005 3rd & Final Reading	Amend Chapter 37 of the Wilmington City Code to Establish a “Commercial Services Parking Permit”
Synopsis	This is an Ordinance being presented by City Council for Council’s review and approval. If approved, Council would be authorizing the creation of a new parking permit category—Commercial Services Parking Permit. Such a permit would be issued to companies or corporations that provide services (examples such as building renovations, heating/AC repairs, maid services, etc.) to residents or businesses located within the City limits. A commercial services company may apply for a Commercial Services Parking Permit from the City for an annual fee of $250 per-vehicle. The permit authorizes the operator of a commercial services company vehicle to park on any City roadway Monday through Friday between the hours of 9 a.m. and 6 p.m., and be exempt from limited-time parking regulations. In order for a company to receive such a permit, it must possess a valid City business license, a building permit from the Licenses &Inspections Department and/or Fire Department where applicable, and may not be delinquent on any financial obligations to the City including parking tickets, taxes and fees.
