Ernest "Trippi" Congo II: 2nd District

3808 Resolution Approving the Acceptance and Use of Federal Grant Funds Received by the City from the State of Delaware for the Summer Food Service Program for the Period of June 17, 2013 through August 16, 2013
  Synopsis Approval of this Resolution by City Council would allow the City Parks and Recreation Department to accept a $560,000 grant from the Delaware Department of Education to fund a Summer Food Service Program. This food service program would be available to youth who are involved in both City and non-City summer youth programs. There is no financial impact on the City by the acceptance of this grant.
3809 Resolution Approving the Application for a Grant Submitted by the Department of Parks and Recreation to the Delaware Criminal Justice Council (DCJC) for the “Taking It to the Streets” Program
  Synopsis Approval of this Resolution by City Council would allow the City Parks and Recreation Department to accept a $12,257 grant from the DCJC to be used for educational presentations to at-risk youth to prevent their involvement in substance abuse and criminal activity. There is no financial impact on the City by the acceptance of this grant.

Darius J. Brown: 3rd District

3810 Resolution Respectfully Urging the Delaware General Assembly to Create a Community Court, Thereby Affording Nonviolent Defendants Alternatives to Incarceration and an Opportunity to Prevent the Reoccurrence of Criminal Behavior
  Synopsis Approval of this Resolution by Council would urge the General Assembly to establish a Community Court. The Community Court concept couples the standard judicial process with a variety of social services to make services such as GED education, truancy prevention, job placement assistance, etc., available to non-violent defendants. The goal of the Community Court concept is to reduce recidivism and reduce or eliminate the socio-economic problems that cause citizens to come before the court for adjudication.
3811 Resolution Respectfully Urging the Delaware General Assembly to Enact Legislation which Requires Liability Insurance to Lawfully Own and Possess a Firearm
  Synopsis Approval of this Resolution by Council would urge the Delaware General Assembly to adopt a law requiring Delawareans to obtain liability insurance in the amount of no less than $250,000 before being allowed to obtain a license to own a firearm. Such an insurance policy would cover any and all damages resulting from negligent or willful acts involving the use of a firearm. Persons who already own a firearm would be required to obtain liability insurance within 30 days after passage of such a State law by the General Assembly.
3812 Resolution Respectfully Urging the Delaware General Assembly to Create a Data Based Mechanism for Detecting Lawful Firearm Owners who Subsequently Become Prohibited from Firearm Ownership for the Purposes of Confiscating Such Firearms
  Synopsis The purpose of this Resolution is stated in the title of the Resolution.
3813 Resolution Supporting Attorney General Beau Biden and the General Assembly Regarding Their Criminal Justice Proposal to Toughen Penalties for Criminals Committing Crimes with Guns and Encourage all General Assembly Members to Vote to Approve the Legislation
  Synopsis The purpose of this Resolution is stated in the title of the Resolution.

3814 Resolution Authorizing the Department of Public Works to Enter into the Delaware Mutual Aid and Assistance Agreement for Intrastate Water/Wastewater Agency Response Network (WARN)
  Synopsis Approval of this Resolution by Council authorizes the City’s Department of Public Works to enter into a mutual aid and assistance agreement with other public and private water and wastewater utilities in Delaware for the purposes of coordinated response activities and the sharing of resources in the event of an emergency. This agreement is limited to water and wastewater utilities or facilities and does not affect any other mutual aid agreement to which the City may be a part.

3815 Resolution Support Senate Bill No. 19, which Repeals the Death Penalty
  Synopsis The purpose of this Resolution is stated in the title of the Resolution.

Loretta Walsh: At-Large

3816 Resolution Requesting a Moratorium on Non-Profit Group Homes within the City of Wilmington
  Synopsis Approval of this Resolution by Council requests that the Governor and the State Secretary of Health and Social Services impose a moratorium on funding any additional non-profit group homes within the City of Wilmington until a more stringent review process is put into place for all existing group homes currently sanctioned, licensed or funded by the State of Delaware. This Resolution seeks to address issues such as crime, vagrancy and neighborhood destabilization that have become serious issues in Wilmington due to the proliferation of non-profit group homes.
