| Synopsis | This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the reestablishment of the Wilmington Civil Rights Commission for the purpose of securing freedom from discrimination for all individuals within Wilmington because of age, color, creed, mental or physical disability, familial status, gender identity, national origin or ancestry, marital status, race, religion, sex, and sexual orientation. The anti-discrimination process would cover areas such as employment, housing, public accommodation, education, and credit. |

| Resolution | Approving the Second Amendment to License Agreement between the City of Wilmington and New Cingular Wireless PCS, LLC to Permit Cingular to Continue to Operate and Maintain Communications Equipment at the City-owned Water Tower Located at 200 Presidential Drive |
| Synopsis | This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the City to amend an existing agreement that permits Cingular Wireless PCS, LLC to operate and maintain communications equipment at the City-owned water tower at 200 Presidential Drive in Greenville. The term of the amendment is for five years beginning August 9, 2012, with one additional extension period of five years. Cingular Wireless is paying the City $1,800 per month or $21,600 for the first year of the agreement. The monthly payment to the City will increase annually by 3%. |

| Resolution | Request the Centers for Disease Control and Prevention to Examine the City of Wilmington’s Surge in Gun Violence Among Young African American Males |
| Synopsis | This Resolution is being presented by City Council for Council’s review and approval. If approved, Council would be supporting a request that the Federal government’s Department of Health and Human Services through the Centers for Disease Control and Prevention (CDC) study an increase in gun violence among African American males in Wilmington. The Resolution focuses on the recent surge in gun violence and its disproportionate impact in Wilmington, particularly among young African American males according to statistics from the Delaware Criminal Justice Council Shooting Study of 2012. The study further states the adverse effects of shootings and violence such as desensitization of violence, post-traumatic stress, anger and the continuing cycle of violence. Given the CDC’s charge to protect America from health and safety threats and increase the health security of our nation, this Resolution is requesting the CDC to examine and respond to a crisis/pandemic of gun violence throughout the City of Wilmington. |
