#4131 Ord. 15-056 Authorize Approval of Contract with Cintas Corporation to
Provide Uniforms for Employees with Department of Parks and
Recreation’s Maintenance Division (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing the City, through the Department of Parks
and Recreation, to enter into a 2.5 year contract with Cintas Corporation for providing uniforms
to approximately 26 Parks and Recreation Maintenance Division employees. The annual cost of
the contract is $9,000 and contains one year renewal options under the same terms and
conditions.
#4146 An Ordinance to Amend Chapter 13 of the City Code Regarding Clothing
Donation Bins (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing four changes to the City’s current law
regulating clothing collection bins which was adopted on June 19, 2014. The changes include: (1)
raising the annual permit fee to $100 from the current $25; (2) requiring that an applicant for a
clothing bin, if that person is not the legal owner of the property on which the bin is to be placed, is
required to obtain a signed letter from the property owner granting permission for the bin to be
placed on his or her property; (3) an applicant for a clothing bin must have a current City business
license and must keep the license in good standing upon seeking renewal of permission to place a
bin; (4)requiring that each bin shall display a notice advising of a regular collection schedule which
shall be updated regularly.

#4147 An Ordinance to Rezone Cathedral Church of St. John, the Property within the
Block Generally Bounded by Tatnall Street, Concord Avenue, Market Street, and
20th Street from C1 (Neighborhood Shopping) and R-3 (One Family Row Houses)
to R-5A1 (Low-Medium Density Apartment Houses) (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing changes to the City Code and Building Zoning
Map to accommodate the construction of the Village of St. John on the site of the former Cathedral
of St. John at Concord Avenue and North Market Street. Specifically, the Ordinance will permit
residential/apartment housing at the site by changing the zoning for the properties at 2019 North
Market Street, 2013 North Market Street and 2020 North Tatnall Street.

#4148 A Resolution Authorizing the Department of Real Estate and Housing to Apply
for Grant Funding from the U.S. Department of Housing and Urban Development,
Choice Neighborhood Planning Grant
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing the Administration, through the Department of
Real Estate and Housing, to apply for a $2 million grant from the U.S. Department of Housing and
Urban Development. The grant, known as a Choice Neighborhood Planning Grant, would be used
by the City to replace distressed public housing and assisted housing with high-quality, mixedincome
housing. The City would be required to provide a $100,000 match should it obtain the
federal funding that could be satisfied as cash or in-kind services.
#4149 An Ordinance to Amend Chapter 40 of the City Code Regarding Paid Parental
Leave (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If
approved, Council would be authorizing an amendment to the City’s Personnel Code to provide up to 20
days of paid leave for either the birth parents or the adoptive parents of a minor child who is six years or
under. The paid leave must be used within the first four weeks immediately following either the birth or
adoption of a child. The Ordinance also creates a new section under Chapter 40 of the City Code
outlining all of the details of the new Personnel Code revisions.

#4150 An Ordinance to Amend Chapter 37 of the City Code by Amending the
Boundaries of Residential Parking Area “W” (Riverfront) (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing an amendment to Chapter 37 of the City Code
regarding Residential Parking Area “W” which is located in the City’s Riverfront District. For

#4114 Ord. 15-050 Authorize Contract 15056DFPS – Digital Parking Permit Systems
with Xerox State and Local Solutions, Inc. (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing the Administration, through the Department of
Finance, to enter into a two-and-a-half year contract with Xerox State and Local Solutions, Inc., for
a digital parking permit system that will automate the City’s permit application process and use
License Plate Recognition technology to enforce City parking laws. The annual cost of the contract,
which begins January 1, 2016, is $57,800 to be paid by the City on a monthly basis. The Ordinance
allows for two possible renewal periods of one-year each. Xerox was selected by the City as part of a
formal Request for Proposals process.
#4151 An Ordinance to Authorize the Annual Reconciliation of Accounts by
Transferring Funds to Various Offices and Departments in the City of
Wilmington to Fulfill Obligations for the Remainder of Fiscal Year
2015 (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing, based on information from the City’s Finance
Director, the transfer of funds among City departments and offices as part of the City’s annual
reconciliation of accounts for Fiscal Year 2015. The purpose of the annual reconciliation ordinance
is to review transfers that were necessitated during the course of a fiscal year which has ended.
These transfers, however, were not separately approved through amendments to the annual
operating budget ordinance for that particular fiscal year. These types of reconciliation transfers are
carried out annually to ensure that all government department accounts are properly balanced for a
fiscal year.
#4152 A Resolution Authorizing the Demolition of 2600 W.18th Street
Synopsis: This Resolution is being presented by City Council for Council’s review and approval.
If approved, Council would be authorizing the Commissioner of the Department of Licenses and
Inspections to demolish a property at 2600 West 18th Street, which is a property that has been declared a public nuisance by the City. The City will place a lien on the property in order to
recover its costs for demolition.

#4153 An Ordinance to Amend Chapter 4 of the City Code Regarding Amendments to
the International Mechanical Code of 2012 (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review and
approval. If approved, Council would be authorizing an amendment to the City Code, Chapter 4,
Section 4-81, to correct errors that were intended to be part of the original amendments to the
International Mechanical Code of 2012. Specifically, the Ordinance would remove a duplicate
provision related to return air in commercial or residential buildings and make minor modifications
to the remaining provision.

#4145 Ord. 16-001 Authorize Approval of Contract with NC4 Public Sector LLC to
Provide Software for the Police Department’s Real Time
Crime Center (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review and
approval. If approved, Council would be authorizing the Administration, through the Wilmington
Police Department, to enter into a three-year, $309,022 contract with NC4 Public Sector LLC. The
agreement would allow Wilmington to use the NC4 Street Smart software in the WPD’s proposed
Real Time Crime Center (RTCC). The $309,022 three-year contract cost includes a one-time
licensing fee of $161,800. The agreement would allow for a renewal of the agreement for a period of
one-year or greater with the mutual consent of the City and NC4 Public Sector LLC.

#4154 A Resolution Supporting House Bill 240 – An Act to Amend Title 14 of the
Delaware Code Relating to Afterschool Programs
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. If
approved, Council would be urging the Delaware General Assembly to support passage of House
Bill 240 which would establish a Statewide Afterschool Initiative Learning Program. The program
would provide grants to public schools that qualify as Title 1 schools to enable these schools to
develop afterschool engagement of students to include extended learning, homework assistance,
enrichment and nutrition. The Resolution notes that afterschool programs provide children from low
income families with a safe and constructive environment for academic assistance.
