#4176 A Resolution Approving the Amendments to the Baynard Boulevard
Neighborhood Comprehensive Development Plan and Recommend the Rezoning
of a Portion of the Block Generally Bounded by Tatnall Street, Concord Avenue,
Market Street and 20th Street (Public Hearing)
Synopsis: This Resolution is being presented by the Administration for City Council’s review and
approval. If approved at the completion of a public hearing, Council would be authorizing
modifications to the Neighborhood Comprehensive Development Plan for the Baynard Analysis Area
that was adopted by City Council on January 12, 1984. The modifications were recommended by the
City Planning Department and approved by the City Planning Commission in order to enhance
community development in the area. Specifically, Council would be changing the land use
designation for the area bounded by Tatnall Street, Concord Avenue, Market Street, and 20th Street
from public/quasi-public or institutional to medium density residential.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing changes to the City Code and Building
Zoning Map to accommodate the construction of the Village of St. John on the site of the former
Cathedral of St. John at Concord Avenue and North Market Street. Specifically, the Ordinance
will permit residential/apartment housing at the site by changing the zoning for the properties at
2019 North Market Street, 2013 North Market Street and 2020 North Tatnall Street.

#4177 An Ordinance to Annex a Parcel of Land Located at 3604 Downing Drive
(Downing Drive Industrial Park), Contiguous with the City Boundary in the
Vicinity of the Riverside Neighborhood Analysis Area, New Castle County,
Delaware, and in Connection therewith, to Amend the Boundaries of
Councilmanic District No. 3, the Building Zone Map – Flood Districts and to Add
the Annexed Territory to the City’s Corporate Boundaries (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Administration to annex a parcel of
land in New Castle County at 3604 Downing Drive into the City of Wilmington based on a
Petition for Annexation from the property owner, Moat Street LLC. The property lies within the
Downing Industrial Park and is contiguous to the City boundary and the Riverside
neighborhood. If approved, the ordinance would annex the land, assign a zoning classification
of M-1 (light manufacturing) to the land, amend the City’s Building Zone Map to reflect the new
property, amend the 3rd Councilmanic District to add the property and amend the City’s official
boundaries to include the new property.

Price’s Run/Riverside/11th Street Bridge Neighborhood Comprehensive

Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing a public hearing to be held on April 7,
2016 at 6:30 p.m. to consider further amendments to the Price’s Run/Riverside/11th Street
Bridge Neighborhood Comprehensive Development Plan.

Urban Bike Project of Wilmington, Inc. for the Lease of the Premises Located at
301 East 15th Street*
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing the Administration to enter into a two-year
lease agreement with the Urban Bike Project of Wilmington, Inc. for use of a City-owned
property at 301 East 15th Street to house the operations of the non-profit agency. The monthly
lease fee to the City would be $500. The Urban Bike Project supports Wilmington communities
by providing access to bicycling as a healthy, affordable and practical means of transportation
and recreation.

of Residential Parking Area “W” (Riverfront) (3rd & Final

Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing an amendment to Chapter 37 of the
City Code regarding Residential Parking Area “W” which is located in the City’s Riverfront

#4181 A Resolution Encouraging the Administration to More Effectively Market the
City’s Snow Removal Reimbursement Program to Enable Community Groups to
Determine Whether the Program is Appropriate for Their Neighborhoods and
Communities*
Synopsis: This Resolution is being presented by City Council for Council’s review and approval.
If approved, Council would be urging the Administration to increase the marketing and
promotional efforts for the City’s Snow Removal Reimbursement Program (SRRP) which may
encourage community groups to participate. The SRRP, adopted in 1996, allows for the
development of agreements between the City and community groups, whereby a community
group would contract for private snow removal services for City-maintained streets in its service
area and the City would reimburse the community group up to 75% of its cost of contracting out
the service.

#4160 Ord. 16-009 Amend Chapter 3 of the Wilmington City Code Relating to the
Feeding of Wild Animals and Waterfowl (3rd & Final Reading)

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.
If approved, Council would be authorizing changes to Chapter 3 of the City Code related to the
feeding of wild animals and waterfowl. The Ordinance would prohibit the feeding of pigeons,
waterfowl, sea gulls and wild animals in order to prevent public nuisances and to protect the
species. The legislation says that the feeding of pigeons, waterfowl and sea gulls cause the birds
to congregate resulting in an accumulation of feces which increases the potential for damage to
public property, water quality problems and the spread of disease to residents. The Ordinance
says that the feeding of waterfowl may also interrupt normal migration patterns, cause
nutritional problems and promote the spread of bird diseases.

of Ordinance No. 14-026 for an Additional Ninety (90) Days through and

Synopsis: This Resolution is being presented by City Council for Council’s review and approval.
If approved, Council would be agreeing to extend the period by which the City Planning
Commission may review the former Wilmington Finishing Company project by an additional 90
days to June 2, 2016. Ordinance 14-026, which was originally introduced June 5, 2014,
proposes amendments to the City Zoning Map by rezoning the property in question from C-6 to
W-4 and R-2 zoning classifications
