#4480 Ord. 18-002 Authorize the Annual Reconciliation of Accounts by Transferring Funds to Various Offices and Departments in the City of Wilmington to Fulfill Obligations for the Remainder of Fiscal Year
2017 (3rd and Final Reading)
Synopsis : This Ordinance is being presented by the Administration for Council’s review
and approval. This Ordinance authorizes reconciliation of the budget accounts for the previous fiscal year ending June 30, 2017, as enumerated in Exhibit "A", attached hereto and made a part hereof.

#4481 Sub. 1 Ord. 18-003 Constituting Amendment No. 1 to the Fiscal Year 2018 Operating Budget (Being an Ordinance to Amend Substitute No. 1 to Ordinance No. 17-012) (Finance Department) (3rd and Final
Reading)
Synopsis : This Ordinance is being presented by the Administration for Council’s review
and approval. This Ordinance is the first amendment to the Fiscal Year 2018
Operating Budget. It increases the Water/Sewer Fund by $525,000 to bring in
additional revenue through collection efforts. As a result of this increase, it is
projected that the City will be able to collect an additional $2.755 million in
revenue for Fiscal Year 2018. Therefore, the $525,000 increase will be covered
by the projected additional revenue.
#4486 An Ordinance to Amend Chapter 2 of the City Code to Authorize the City
Treasurer to Access the Budget Reserve Account Funds for Fiscal Year 2018
and to Require Replenishment of the Budget Reserve Account Funds in the
Ensuing Fiscal Year (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review
and approval. This Ordinance amends Section 2-379(c) of the City Code (as amended
by Ordinance No. 17-003) by authorizing the City Treasurer to access budget
reserve account funds from July 1, 2017 to June 30, 2018, with the requirement to
replenish those funds no later than October 1, 2018.
#4487 An Ordinance Authorizing the Issuance of the City’s General Obligation Bonds, in One or More Series on a Tax-Exempt and/or Taxable Basis, in Order to Provide the Funds to Finance Various Capital Projects of the City Specified in the City’s Capital Budget for its Fiscal Year Ending June 30, 2016; to Fund
Certain General Obligation Bond Anticipation Notes of the City; Providing for the Sale of the Bonds; and Authorizing Other Necessary Action (1st & 2nd Reading)
Synopsis : This Ordinance is being presented by the Administration for Council’s review
and approval. This Ordinance authorizes the issuance of General Obligation Bonds,
in one or more series on a tax-exempt and/or taxable basis (the “Bonds”) in
order to finance (i) certain capital projects specified in the City’s capital budget
for its Fiscal Year ending June 30, 2016, (ii) the funding of an outstanding
general obligation bond anticipation note of the City and (iii) the costs and
expenses associated with issuing the Bonds and/or prior series of bonds.

#4488 An Ordinance to Authorize an Agreement with Cintas Corporation to Provide
Rental Uniforms (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review
and approval. This Ordinance authorizes the execution of a rental agreement between
the City of Wilmington and Cintas Corporation for the supply of rental uniforms
for use by the Department of Licenses and Inspections (the “Contract”) for the
period for the period of three (3) years from March 2018 through March 2021, at
an annual price of Fifteen Thousand Dollars ($15,000.00) for a total price of
Forty-Five Thousand Dollars ($45,000.00).

#4471 A Resolution Requesting a Legal Opinion from Law Department Regarding
Council Salaries
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution requests that the Law Department provide all City
Council Members with a legal opinion regarding the legality of the present
salaries of the following four positions: Council Member, President of the
Council, President Pro Tempore, and Finance Committee Chair.
#4472 A Resolution to Amend the Rules of Council of the City of Wilmington
Regarding the Order of Business
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution amends City Council Rule 2 (F) to include the
following provision: “City of Wilmington Boards and Commissions
(“COWBAC”) Quarterly Reports and Bimonthly Reports from the Mayor shall be
read by the Clerk, and filed, on motion and voice vote”.

#4473 Ord. 18-001 Amend Chapter 35 of the City Code Regarding Human Rights
(3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 35 of the City Code to expand the
authority and enhance the structure of the Wilmington Civil Rights Commission
to help protect and fulfill the full range of universal human rights as enumerated in
the Universal Declaration of Human Rights (UDHR) and to locally implement the
principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Ordinance also provides more
specific guidelines to govern the Commission’s structure, composition and
procedures.
#4482 A Resolution Declaring Wilmington to be a “Human Rights City”
Synopsis : This Resolution is being presented by City Council for Council’s review and
approval. This Resolution affirms City Council’s commitment to human rights by
declaring Wilmington a “Human Rights City”. It further declares its intention to
develop a curriculum for education of Wilmington citizens about human rights on
a local, national and global level and revise the City Code to reflect the full range
of universal human rights as enumerated in the Universal Declaration of Human
Rights.
#4483 A Resolution Declaring Council’s Intention to Apply the Principles of the
Convention on the Elimination of All Forms of Discrimination Against Women
(CEDAW) at the Local Level
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution supports the Cities for the Convention on the
Elimination of All Forms of Discrimination Against Women (CEDAW) initiative
and declares the intention to begin applying the principles of CEDAW at the local
level.
