#4035 A Resolution authorizing the filing of a grant application by the City’s
Department of Licenses and Inspections to the Neighborhood Building Blocks
Fund to provide funding to the Wilmington Early Morning
Inspections/Community Enforcement Task Force Initiative

Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Department of Licenses and
Inspections to apply for a $99,091 grant from the Neighborhood Building Blocks Fund. The
funding would be used to deploy four of the Department’s existing Code Enforcement Officers to
work in high-crime and high-volume code violation areas of the City during the early morning
hours of 6:30 a.m. to 8:30 a.m. beginning April 1, 2015 through September 30, 2015. The new
enforcement effort would be known as the Wilmington Early Morning Inspections/Community
Enforcement Task Force Initiative. The funding will also allow for additional maintenance of
vacant and abandoned property as well as additional assistance to seniors for grass cutting and
minor repairs.

#4036 An Ordinance to approve the removal of a portion of Seventh Avenue from the
Official City Map (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the removal of a portion of a city street
from the Official City Map. Specifically, New Riverfront Associates, LLC, which owns an eight-
parcel property at 415 Seventh Avenue, has requested that a portion of Seventh Avenue, located
between Duncan Street and the Penn Central Railroad right-of-way, be removed from the
Official City Map. The City Planning Commission met on March 17, 2015 and adopted a
resolution which recommended approval of the request by New Riverfront Associates, LLC. The
City Law Department has determined that the City’s ownership of the portion of Seventh Avenue
that is proposed to be removed cannot be established.

#4029 Ord. 15-008 Amend Chapter 37 of the City Code regarding parking of
commercial vehicles and buses (3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.
If approved, Council would be authorizing an amendment to Chapter 37 of the Wilmington City
Code related to the parking of tractor trailers and buses within the City. The legislation imposes
an outright prohibition against the parking of any commercial or recreational vehicle that is
11,000 pounds or more or 20 feet in length or more unless the vehicle is actually being loaded
or unloaded or unless the driver has a lawful street storage permit issued by the Department of
Licenses and Inspections. The Ordinance would also prohibit the parking of any boat regardless
of its weight or dimension. The new prohibition also pertains to all trailer coaches, semi-trailers
and tractor trailers regardless of size or purpose. Violators of the Ordinance would be subject to
a civil penalty as well as the immobilization or towing of their vehicle according to procedures
set forth in current law. The new law would be enforced by any Parking Revenue Enforcement
Officer (PREO) or Wilmington Police Officer.

#4037 An Ordinance to authorize City Contract 16001EMPS – Professional Services for
Building Maintenance Services at the Emergency Operations Center with
Advantage Building & Facility Services, LLC (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing a building maintenance agreement for
the City’s Emergency Management Center located on South Heald Street. Specifically, the
agreement is between the City and Advantage Building & Facility Services, LLC for a period of
one year beginning on or about July 1, 2015 at a cost of $98,628.78. The contract has two
possible renewals of one year each at the option of the City. The selected vendor submitted the
lowest price and best overall proposal as part of a City Request for Proposals (RFP) process.
#4038 A Resolution approving the Wilmington Police Department’s acceptance of grant
funding from the State of Delaware State Aid to Local Law Enforcement
(S.A.L.L.E.) Program and Emergency Illegal Drug Enforcement (E.I.D.E.)
Program for advanced training, smart boards and drug enforcement investigation
overtime
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. If approved, Council would be authorizing the Wilmington Police Department to
accept a $91,913.96 grant from the State of Delaware’s Delaware State Aid to Local Law
Enforcement Fund. The funding will be used for advanced training initiatives, the purchase of
smart boards and overtime salaries for drug enforcement investigations. This grant requires no
local match. In order to be eligible for the grant, the grant application was submitted by the
WPD in advance of receiving City’s Council’s approval to apply for the grant.
