#4494 A Resolution Supporting the Work of Social Workers and Recognizing March as
“Social Work Month”
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution supports the important work of social workers
throughout Wilmington and the rest of the country, and recognizes March 2018 as
Social Work Month.
#4495 A Resolution Authorizing the Department of Parks and Recreation to Submit a
Grant Application to the Delaware Department of Labor to Support the City’s
2018 Youth Career Development Program (the “Youth Program”), formally
known as the Summer Youth Employment Program
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes the Department of Parks and Recreation to
apply for a grant from the Delaware Department of Labor in the approximate
amount of $225, 000. The funds will be used to support approximately 170 youth
for the City’s 2018 Youth Career Development Program (the “Youth Program”),
formally known as the Summer Youth Employment Program. There is no local
match required.

Grant Application to the National Recreation and Parks Association to Support

approval. This Resolution authorizes a grant application of the Department of
Parks and Recreation to the National Recreation and Parks Association in the
amount of $25,000.00. The funds will be used to support the City’s nutrition
literacy programming, recreation programming, and kitchen equipment. There is
no local match required.
#4497 A Resolution Authorizing the Department of Parks and Recreation to Accept a
Conditional Gift from Cornerstone West CDC to Support City Parks on
Wilmington’s Westside
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes the City to accept an $92,427 gift from
Cornerstone West CDC to support improvements to the following parks: 4th and
Rodney, Connell Street, and Father Tucker.
#4498 A Resolution Authorizing the Department of Parks and Recreation to Submit a
Grant Application to the National Recreation and Parks Association to Support
the City’s Mobile Play Streets Initiative
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes a grant application of the Department of
Parks and Recreation to the National Recreation and Parks Association in the
amount of $13,000.00. The funds will be used to support the City’s Play Streets
initiative. There is no local match required.
#4499 A Resolution Declaring May “National Foster Care Month” and Calling for
Greater Awareness of the Importance of Foster Care
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution officially recognizes the month of May as “National
Foster Care Month”, and calls on the people of Wilmington to Support the efforts
of the Living Arms Ministry of the Resurrection Center in their pursuit to raise
awareness about the importance of foster care.

#4500 A Resolution Acknowledging the Importance of a Safe and Healthy Workplace and Calling Upon the Delaware General Assembly to Adopt Healthy Workplace Legislation
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution acknowledges the importance of a safe and healthy workplace for employees, and the need for employees to have the necessary support when experiencing abusive conduct in the workplace. This Resolution further calls upon the Delaware General Assembly to adopt legislation created by the Workplace Bullying Institute that would further protect employees in the workplace, and provide them with a course of legal action.

Day” and Promoting Awareness of Opioid-Related Overdose Deaths
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution designates March 6th as “Black Balloon Day” in remembrance of individuals who have succumbed to opioid addiction throughout the State of Delaware, and declares Council’s commitment to advocating for resources and support for Wilmingtonians suffering from drug addiction.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the City to enter into an amendment (the
“Amendment”) to the contract for building/raceway management and
maintenance services with Asset Management Alliance (the “Contract”), which
provides the option of two (2) one-year extensions of the Contract on the same
terms, to be exercised at the City’s sole discretion.

Grants (CDBG)
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution urges the United States Congress to reject proposed budget cuts in the U.S. Fiscal Year 2019 budget that would completely eliminate the Community Development Block Grant (CDBG), a program that is essential to
providing ongoing programs and services to Wilmington’s neediest residents.
