Charitable Foundation to Support the City’s 2017 Summer Youth Employment Program Administered by the Department of Parks and Recreation
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Parks and Recreation, through CityFest Inc., to submit a $65,000.00 grant application to Bank of America Charitable Foundation to support the City’s 2017 Summer Youth Employment Program.

Parks and Recreation to the National Recreation and Parks Association to Support the Summer Food Service Program, Child and Adult Care Food Program, Recreation Programs and Summer Youth Employment Mentoring
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Parks and Recreation to submit a $35,000.00 grant application to National Recreation and Parks Association to support the City’s nutrition literacy and recreation programming and cooking infrastructure.

Parks and Recreation to the Delaware Department of Education to Support the City’s 2017 Summer Food Service Program between June 19, 2017 and August 25, 2017
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Parks and Recreation to submit a grant application to the Delaware Department of Education for funding from the U.S. Department of Summer Food Program. The $575,000.00 grant would be used to support the City’s 2017 Summer Food Service Program.

Grant Funds from The West End Neighborhood House Inc. for Park Improvements at 4th and Rodney Street, Connell Street and Father Tucker Park
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Parks and Recreation to submit a $51,600.00 grant application to The West End Neighborhood House, Inc. for improvements to the following parks: 4th & Rodney, Connell Street, and Father Tucker.

#4349 A Resolution Authorizing a Grant Application of the Public Works Department to the U.S. Department of Commerce, Oceanic and Atmospheric Administration to Construct the Fisheries Habitat that is Part of the South Wilmington Wetland Restoration and Conservation Project
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Public Works Department to submit a $1,527,645.67 grant application to the U.S. Department of Commerce, Oceanic and Atmospheric Administration. Funds will be used to construct the fisheries habitat, reduce flooding and promote resiliency in the South Bridge Community.

#4343 Ord. 17-013 Constituting Amendment No. 7 to the Fiscal Year 2017 Operating Budget (Being an Ordinance to Amend Substitute No..1 to Ordinance No. 16-018, As Amended) by Amending the Declared Salary Rate for the Chief of Police (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be amending the FY2017 declared salary rate for the Chief of Police from $117,073.00 to $160,000.00 in the General Fund Personal Services expenditures of the Police Department.

#4330 Ord. 17-005 Amend Chapter 2 of the City Code Regarding the Audit Review Committee (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. If approved, Council would be amending Chapter 2 of the Wilmington City Code, updating and formalizing Code provisions related to the Audit Review Committee to allow greater flexibility in permitting the City Council Finance Chair to send a designee in his/her place as well as adding the City Council Chief Financial Officer as a non-voting member.

Unbecoming of the Office of a Member of Council
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. If approved, Council would be offering a formal censure of certain conduct displayed by Councilman At-Large Samuel L. Guy, Esq., particularly related to statements made during public meetings and the nature of messages sent from his official City of Wilmington email account to members of Council and staff. The resolution includes appendices evidencing the conduct which prompted this censure, as well as a request that Councilman At-Large Samuel L. Guy, Esq., take steps to cease certain types of conduct in the spirit of best serving the citizens of Wilmington.
