Synopsis: This Ordinance is being presented by the City Council for Council’s review and
approval. This Ordinance establishes increased penalties for apartment buildings
and commercial establishments. It also fixes a typographical error in Section 13-
4(a).

Park” to be Surplus, Approving the Parcels for Disposition, and Authorizing the

Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution declares three parcels of real estate located at the
southeast corner of Fourth and Shipley Streets, Wilmington, Delaware 19801
(being New Castle County Tax Parcel Nos. 26-043.10-188, 26-043.10-189, and
26-043.10-190), which are commonly known as “Humble Park”, to be surplus
and approved for disposition and authorizes the Department of Real Estate and

Synopsis: This Substitute Ordinance authorizes the issuance of up to $15,000,000 aggregate
principal amount of General Obligation Bonds (the “Bonds”) and up to
$15,000,000 aggregate principal amount of a General Obligation Bond
Anticipation note (the “Note”) in order to (i) provide temporary and permanent
financing for any duly authorized capital project of the City specified in the City’s
capital budgets for its Fiscal Years ending June 30, 2020 and June 30, 2022 and
(ii) to pay the costs associated with issuance of the Bonds and the Note.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the City to enter into a service agreement
with Verizon Delaware LLC for N11 dialing service to allow Verizon’s telephone
exchange end-user subscribers to access non-emergency City services by dialing
the abbreviated telephone number “311”.
#0157 A Resolution Urging the Delaware General Assembly (DGA) to Support Senate
Bill No. 149 in the Form that it was Introduced to the DGA
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution urges the Delaware General Assembly to pass
Senate Bill No. 149 (“SB149”) in the form that it was introduced to the
Delaware General Assembly. SB149, as introduced, enables any state
agency, county or municipality to establish a community review board, and
empowers such boards to hear and decide law-enforcement disciplinary matters,
and issue subpoenas in connection with such proceedings.
#0158 An Ordinance to Authorize and Approve a Contract between the City of
Wilmington and ThirdLine, Inc. for Monitoring & Auditing Services (1st & 2nd
Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the execution of an Agreement between the
City of Wilmington and ThirdLine, Inc. ThirdLine will provide services that can
help detect fraud, expedite audits, and improve monitoring of financial
transactions for the City’s Auditing Department while integrating with Tyler
Technologies Munis planning system. These services will be provided over a five
(5) year period for a total cost of $425,000, with an additional cost of up to
$25,000 per year if the City requests custom analytic support.

approval. This Ordinance accepts the dedication of a private street that extends
in a northwest direction from the 2400 block of Riddle Avenue, adds the street to
the Official City Map, and names the street as “Riddle Avenue”.

5768
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution expresses strong support from the Wilmington City
Council for the passage of H.R. 5768 which aims to do the following: 1) to hire,
train, and retain homicide detectives; 2) purchase and upgrade evidence
processing technology; and 3) ensure victims have access to resources, including
timely mental health treatment, grief counseling, relocation expenses, emergency
shelter with transportation, lost wage or funeral and burial expenses, thereby
increasing clearance rates for homicides and shootings, and giving compensation
to victims or their families in the case of death.
