#4539 Ord. 18-028 Amend Chapter 38 of the City Code Regarding Inclusive Parks
and Playgrounds (3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 38 of the City Code to add a new
section specifying that all City parks and playgrounds that are either new or are
undergoing renovations shall be designed to be inclusive of and accessible to all
persons of differing abilities and allow for the active participation and
engagement of all persons, including those with physical, cognitive,
communicative, social, and/or emotional special needs. The intent of this
Ordinance is to ensure an inclusive, accessible and positive environment in which
our residents can experience the substantial benefits offered by public parks and
playgrounds.
#4552 A Resolution Supporting Wilmington Joining the Cities of Service Coalition and
Encouraging the Mayor to Sign a Declaration of Service
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution expresses City Council’s interest in Wilmington joining
the Cities of Service coalition, and respectfully encourages the Mayor to sign a
Declaration of Service so that the City can have access to a network of resources,
and can work alongside other cities around the country that are developing an
strengthening their cities and communities.
#4555* An Ordinance to Amend Chapter 40 of the City Code Regarding Direct Deposit
(1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance codifies a limited exception to the requirement that all
youth employed with the City through the Summer Youth Employment Program
receive pay through direct deposit. This Ordinance seeks to prevent an
unintended consequence of this legislation that has left some youth ineligible to
participate in this program resulting from a hardship or extenuating circumstance
that has prevented them from securing a checking account.

Janitorial Services at the Municipal Complex – between the City of Wilmington
and Mid-Atlantic Services, A-Team Corp. for the period of one (1) year from July
1, 2018 through June 30, 2019, at an estimated price of One Hundred Thousand
Eight Hundred Seventy-Seven Dollars and Fifty-Two Cents ($100,877.52), with
the possibility of two (2) additional extensions of one (1) year thereafter at the
same annual price, at the option of the City.

Inc. for the period of one (1) year from July 1, 2018 through June 30, 2019, at an

approval. This Ordinance amends Chapter 42 of the City Code by establishing procedures relating to the authorization, permitting and regulation of wireless telecommunications facilities in the public rights of way.

Necessary to Finance Various Streets and Roadways Located within the

Other Necessary Action (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by Administration for Council’s review and
approval. This Ordinance authorizes the issuance of up to $5,000,000 aggregate
principal amount of General Obligation Bonds (the "Bonds") and up to
$5,000,000 aggregate principal amount of a General Obligation Bond
Anticipation Note (Street Repairs Project), Series 2018 in order to provide
permanent and temporary financing, respectively, for street repairs and improvements of various streets and roadways located within the city limits and to
pay the costs associated with issuance of the Bonds or the Note. The estimated
issuance costs from the issuance of the Bonds or Note is expected to be
approximately $15,000.

estimated price of One Hundred Nine Thousand Five Hundred Four Dollars ($109,504.00), with the possibility of two (2) additional extensions of one (1) year thereafter at the same annual price, at the option of the City.

Special Law Enforcement Assistance Fund for Upgrades to Technology, the
Bicycle Program, and Officer Safety Equipment
Synopsis: This Resolution is being presented by the Administration for Council’s review
and approval. This Resolution authorizes the Wilmington Police Department’s
application for a Fund to Combat Violence Grant from the State of Delaware in
the amount of $220,320.00. The funds will be used to purchase upgrades to the
video-audio recording system, additional patrol cameras and kits, additional
ballistic shields, and upgrades to the bicycle program.
