#4555 Ord. 18-035 Amend Chapter 40 of the City Code Regarding Direct Deposit
(3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance codifies a limited exception to the requirement that all
youth employed with the City through the Summer Youth Employment Program
receive pay through direct deposit. This Ordinance seeks to prevent an
unintended consequence of this legislation that has left some youth ineligible to
participate in this program resulting from a hardship or extenuating circumstance
that has prevented them from securing a checking account.

Development Plan for the East Side Analysis Area (Public Hearing)
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution approves amendments to the Neighborhood
Comprehensive Development Plan for the East Side Analysis Area to change the
proposed land use designation for two blocks (seven parcels) of land known as
100 and 102 N. Walnut Street, 300 East Second Street, 105 N. Poplar Street, 103
N. Poplar Street, 101 N. Popular Street, 121 N. Popular Street, and 100 and 110
N. Poplar Street, Wilmington, Delaware, being Tax Parcel ID Nos. 26-043.40-
051, 26-043.40-203, 26-043.40-55, 26-043.4-054, 26-043.40-053, 26-043.40-050,
and 26-043.40-141, from C-2 (Secondary Business Center) to C-3 (Central
Retail) zoning classifications.

Downtown Wilmington within the Area Bounded by Front,
Walnut, Second, and Lombard Streets from C-2 (Secondary
Business Centers) to C-3 (Central Retail) Zoning Classifications
(Public Hearing – 3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance rezones two blocks (seven parcels) of land bounded by
Front, Walnut, Second, and Lombard Streets in Downtown Wilmington, being Tax
Parcels ID Nos. 26-043.40-51, 26-043.40-203, 26-043.40-055, 26-043.40-054,
26-043.40-053, 26-043.40-050, and 26-043.40-141, from C-2 (Secondary
Business Centers) to C-3 (Central Retail) zoning classifications.

#4559 An Ordinance to Amend Chapter 37 of the City Code Regarding Off-Highway
Vehicles (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 37 of the City Code to add a definition
of Off-Highway Vehicles, adopting the language included in Title 21 of the
Delaware State Code pertaining to such motor-driven vehicles. This Ordinance
forbids the operation of off-highway vehicles within Wilmington. This Ordinance
also requires that off-highway vehicles possessed or stored within Wilmington be
locked or otherwise immobilized when not being used in accordance with state
law. The intent of this Ordinance is to prevent OHVs from being operated on the
streets of Wilmington in violation of State law and from further jeopardizing
public safety.

and Housing to Highmark Delaware for Funding to Support the Neighborhood
Clean Team Initiative
Synopsis: This Resolution is being presented the Administration for Council’s review and
approval. This Resolution authorizes a grant application of Highmark Delaware
in the amount of $15,000 to support the Neighborhood Clean Team Initiative,
which is a workforce development effort that will put over 20 people to work over
12 weeks beautifying neighborhoods across the City of Wilmington

who Receive Financial Assistance from the City of Wilmington on Residential
Construction Projects Require their Construction Contractors to Hire Workers
from Class A Apprentice Programs (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 8 of the City Code to require that
developers who receive financial assistance from the City of Wilmington on
residential construction projects require their construction contractors to
participate in and hire workers from Residential Construction Apprentice
Programs.

Area of East 28th Street and Speakman Place as “Wilbert “Wilby” B. Fletcher

Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution encourages the Mayor to sub-name a portion of the
street in the area of East 28th Street and Speakman Place as “Wilbert “Wilby” B.
Fletcher Way,” in recognition of the renowned musician and community
educator’s significant contributions to the City of Wilmington
