#4368 Ord. 17-019 Amend Chapter 40 of the City Code Regarding Direct Deposit of
City Employee Pay (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the City Treasurer’s Office for Council’s
review and approval. If approved, Council would amend Chapter 40 of the City
Code to require that: 1) by September 30, 2017, all pay to all limited service City
employees (except pay for youth employed by the City in the City summer youth
program) shall be paid by direct deposit and not by separate checks to the limitedservice employees; 2) by December 31, 2017, all pay to all regular City
employees first employed with the City prior to August 1, 2006 shall be paid by
direct deposit and not by separate checks to the regular employees; and 3) by
June 1, 2018, all pay to all youth employed by the City in the City summer youth
program shall be paid by direct deposit and not by separate checks to the summer
youth employees. The anticipated fiscal impact of this Ordinance once it is fully
implemented is an annual savings to the City of approximately $185,000.
#4378 Ord. 17-022 Amend Chapter 44 of the City Code by Amending the Boundaries
of the Wilmington Downtown Business Improvement District
(3rd & Final Reading)
Synopsis: This Ordinance is being presented by Council for Council’s review and approval.
If approved, Council would be amending section 44-154 of the city code to
enlarge the boundaries of the Wilmington Business Improvement District to
include the 800 block of Washington Street.

#4386 A Resolution Authorizing the Department of Public Works' Application for a
Wastewater Matching Planning Grant from the Delaware Department of Natural
Resources and Environmental Control
Synopsis: This Resolution is being presented by the Administration for Council’s review
and approval. If approved, Council would be authorizing the Department of
Public Works’ application for a $80,000 Sustainable Communities Planning
Grant from the Delaware Department of Natural Resources and Environmental
Control. Funds will be used to create a sustainability plan related to sea level
rise that builds on modeling already performed by the State of Delaware. The
grant requires a 20% local match.

#4372 Res. 17-041 Propose an Amendment to the Wilmington City Charter Related to
the Age Requirement of the Mayor
Synopsis: This Resolution is being presented by the Council for Council’s review and
approval. If approved, Council would be proposing an amendment to Section 3-
300 of the City Charter to change the age-eligibility requirement for Mayor from
30 years old to 25 years of age.
#4382 Res. 17-047 Request that the Wilmington Police Department Manual be
Distributed to Each Member of City Council and that Members
Receive Updates as the manual is Amended
Synopsis: This Resolution is being presented by the Council for Council’s review and
approval. If approved, Council would be requesting that a copy of the
Wilmington Police Department Manual be distributed to each member of
Wilmington City Council and that members of Council are provided with updates
as the manual is amended.

#4387 A Resolution Approving a Grant Application by the Wilmington Fire Department
to the U.S. Department of Homeland Security, Federal Emergency Management
Agency for a Port Security Grant to Make Repairs to the Fire Barge and Boat
Synopsis: This Resolution is being presented by the Administration for Council’s review
and approval. If approved, Council would be authorizing the Wilmington Fire
Department’s grant application to the U.S. Department of Homeland Security in
the amount of $85,500. The proposed grant funds would be used for repairs to
the fire boat and to paint the hull of the fire barge. The grant requires a 25%
match, which has already been budgeted for this project.

#4385 Ord. 17-025 Amend Chapter 2 of the City Code Regarding the Requirement of
Bi-Monthly Reports from the Law Department (3rd & Final
Reading)
Synopsis: This Ordinance is being presented by Council for Council’s review and approval.
If approved, Council would be amending Chapter 2 of the City Code to require bimonthly
reports to City Council, the City Clerk, the City Auditor, and the City
Treasurer from the Law Department on the status of certain pending litigation.
