Wilmington Community Advisory Council to Combat Youth Firearm Violence in

Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution authorizes the City's requests to the State of Delaware
for $40,000 and to New Castle County for $40,000 to help support efforts to
implement the recommendations of the U.S. Centers for Disease Control and
Prevention, as well as the work of the Wilmington Community Advisory Council
formed to help address youth firearm violence in Wilmington through a holistic,
public-health lens.

Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution approves amendments to the Neighborhood
Comprehensive Development Plan for Browntown/Hedgeville to: 1) include as
part of the plan the property located at 787 South Madison Street, Wilmington,
Delaware, being Tax Parcel ID No. 07-040.30-001 and 2) to change the proposed
land use designation for such property from New Castle County zoning
designation of H I (Heavy Industrial) to City of Wilmington zoning designation of
W-2 (Waterfront Manufacturing/Commercial).

#4559 Ord. 18-040 Amend Chapter 37 of the City Code Regarding Off-Highway
Vehicles (3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 37 of the City Code to add a definition of Off-Highway Vehicles, adopting the language included in Title 21 of the Delaware State Code pertaining to such motor-driven vehicles. This Ordinance forbids the operation of off-highway vehicles within Wilmington. This Ordinance also requires that off-highway vehicles possessed or stored within Wilmington be locked or otherwise immobilized when not being used in accordance with state law. The intent of this Ordinance is to prevent OHVs from being operated on the streets of Wilmington in violation of State law and from further jeopardizing public safety.

General Obligation Anticipation Note, in Order to Provide the
Funds Necessary to Finance Streets Repairs and Improvements of
Various Streets and Roadways Located within the City Limits;
Providing for the Sale of the Bonds or the Note; and Authorizing
Other Necessary Action (3rd & Final Reading)
Synopsis: This Ordinance is being presented by Administration for Council’s review and
approval. This Ordinance authorizes the issuance of up to $5,000,000 aggregate
principal amount of General Obligation Bonds (the "Bonds") and up to
$5,000,000 aggregate principal amount of a General Obligation Bond
Anticipation Note (Street Repairs Project), Series 2018 in order to provide
permanent and temporary financing, respectively, for street repairs and improvements of various streets and roadways located within the city limits and to
pay the costs associated with issuance of the Bonds or the Note. The estimated
issuance costs from the issuance of the Bonds or Note is expected to be
approximately $15,000.

Strategies Think Tank
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution approves a grant by City Council to Wilmington
Education Strategies Think Tank, a program for which the Christina Cultural
Arts Center is fiduciary agent, in the amount of $40,000.

#4549* Ord. 18-033 Amend Chapter 48 of the City Code to Update the Zoning Code
(Public Hearing – 3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance is part of a comprehensive set of revisions to the City
Code to repeal certain provisions that are no longer necessary or appropriate
and to amend sections that require clarification or updating. This Ordinance
amends Chapter 48 of the City Code to make the following eleven changes to
Chapter 48 of the City Code: (1) eliminates the dedicated parking space
requirement for apartment houses in C-3 and C-4 districts because this
requirement is impractical and unnecessary; (2) eliminates the apartment house
specific FAR in C-4 districts, so that the applicable FAR is the same for all uses
in C-4 districts as is the case in the other commercial zoning districts; (3)
replaces a defunct cross reference to the Building Code with the applicable
language to improve clarity; (4) allows the Zoning Administrator to approve
reestablishment of a nonconforming use when the respective property has been
under active renovation during the period of non-use to make this process more
efficient; (5) adjusts the time required for permits to be pulled to repair a
property damaged by fire to make the timeline more practical; (6) allows parks or
playgrounds owned or operated by a nonprofit institution or community
association in O Zoning districts; (7) provides information regarding storm water
management best practices and storm water credits to promote better storm water
management in nonresidential parking lot designs; (8) clarifies that landscaping
requirements apply to all interior and perimeter landscaping and addresses the illegal removal of street trees; (9-10) removes references to a waterfront
development permit to reflect longstanding practice; and (11) adds a special
exception use to permit trade-like businesses in W-4 zoning districts with the
approval of the Zoning Board of Adjustment to further development in an
underutilized zoning district designation, while maintaining protections to ensure
the uses are in keeping with the district requirements.

Security Grant from the U.S. Department of Homeland Security for Updates to
the Wilmington Fire Department Boat
Synopsis: This Resolution is being presented by the Administration for Council’s review
and approval. This Resolution authorizes a grant application to the U. S.
Department of Homeland Security in the amount of $24,992.00 to sustain and
improve the Wilmington Fire Department Fire Boat.
