#4253 A Resolution Supporting the Efforts of the White House in Establishing and
Promoting the Fair Chance Business Pledge and Respectfully Encouraging
Businesses that are Located In, and Serve, the City of Wilmington to Consider
Joining in This Important National Initiative
Synopsis: This Resolution is being presented by City Council for Council’s review and approval.
If approved, Council would be supporting a U.S. Government effort entitled “Fair Chance
Business Pledge” launched by the White House to urge private businesses to eliminate barriers
to employment for persons with a criminal record. In Delaware, the State Chamber of
Commerce, following a request from City Council, has agreed to promote this initiative among
its members. This Resolution is urging businesses located in and serving Wilmington to join this
national initiative to provide employment opportunities to the approximately 1,200 individuals
who have paid their debt to society and are released from prison each year.

and approval. If approved, Council would hold a public hearing on September 15 at 6:30 p.m. in
City Council Chambers to provide citizens with an opportunity to comment on amendments to
the Delaware Avenue/Bancroft Parkway Neighborhood Comprehensive Plan which was
originally adopted by City Council on December 20, 2007 and amended on December 3, 2009.
#4255 A Resolution scheduling a Public Hearing on September 15, 2016
to Consider Ordinance No. 16-028 (Rezoning of Four Parcels of Land from C-6
(Special Commercial District) to W-4 (Waterfront Residential Commercial
District) and R-3 (One-Family Row Houses)
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would hold a public hearing on September 15 at 6:30 p.m. in
City Council Chambers to provide citizens with an opportunity to comment about Ordinance 16-
028 which proposes amendments to Chapter 48 of the City Code. Specifically, these amendments
relate to the rezoning of four parcels along the Brandywine Creek near the northern end of
Riddle Avenue and Mill Road from C-6 to W-4 to R-3. Ordinance 16-028 was originally
introduced by City Council on May 5, 2016. The City Planning Commission approved the
rezoning proposals on August 16, 2016.

Budget (Being an Ordinance to Amend Substitute No. 1 to
Ordinance No. 16-018, As Amended) By Making Changes to the
Fiscal Year 2017 Position Allocation List for the Human
Resources Department and Executive and Managerial Salary
Structure Matrix (3rd & Final Reading)
Synopsis : This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing a budget amendment to FY 2017
Operating Budget for the purpose of allowing the Administration to make certain changes to the
Position Allocation List pertaining to the Department of Human Resources and to the City’s
executive and managerial salary structure and matrix.
#4250 Ord. 16-043 Authorize the Issuance of the City’s General Obligation Bonds or a
General Obligation Anticipation Note, in Order to Provide the
Funds Necessary to Finance Various Streets and Roadways
Located within the City Limits; Providing for the Sale of the
Bonds or the Note; and Authorizing Other Necessary Action
(3rd & Final Reading)
Synopsis : This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Administration to borrow up to $6
million through the issuance of General Obligation Bonds and a General Obligation Bond
Anticipation Note to finance repairs and improvements of various streets and roadways. The
estimated cost to issue the Bonds or Note is approximately $25,000 which is also funded through
this Ordinance.

(Wilmington Housing Project) Series 2016 (Federally Taxable), in
Order to Provide the Funds Necessary to Refund the City’s
General Obligation Bond (Wilmington Housing Project) Series
2013 (Federally Taxable); Authorizing a Loan of the Proceeds to
the Wilmington Housing Partnership Corporation; Providing for
the Sale of the Bond; and Authorizing Other Necessary Action (3rd
& Final Reading)
Synopsis : This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the refunding or refinancing of a 2013
Bond issuance that was used to fund property acquisition, construction and rehabilitation of
single-family properties by the Wilmington Housing Partnership (WHP). This Ordinance
authorizes the issuance of up to $3.4 million principal amount General Obligation Bond Series
2016 to provide for the refunding of the City’s General Obligation Bond Series 2013. The WHP
will apply all or part of the proceeds from its property sales to the payment of the 2016 Bond. All
of the 2016 Bond proceeds will be loaned to the WHP pursuant to a loan agreement between the
City and the WHP.
