#4269 An Ordinance to Enact Certain Traffic/Parking Regulations (1st & 2nd
Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing certain traffic and parking
regulations and also rescinding certain traffic and parking regulations. For a complete listing of

#4270 An Ordinance to Rezone 2303 Pyle Street from C-5 (Heavy Commercial) to R-3
(One-Family Row Houses) (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing the rezoning of a property located
at 2303 Pyle Street from its current C-5 classification which is Heavy Commercial to R-3 which
is One-Family Row Houses.

#4271 A Resolution Scheduling a Public Hearing to be held on November 17, 2016 on
the Proposed Amendments to the Neighborhood Comprehensive Development
Plan for the Southwest Analysis Area
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing a public hearing to be held on
November 17, 2016 to allow comments to be received regarding amendments to the
Neighborhood Comprehensive Development Plan for the Southwest Analysis Area. The City
Planning Commission approved amendments to the plan at its meeting on August 16, 2016. The
plan was originally adopted by City Council in 1959 and amended in 1991.

the Proposed Rezoning of 2303 Pyle Street
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing a public hearing to be held on
November 17, 2016 at 6:30 p.m. to receive comments regarding the rezoning of a property
located at 2303 Pyle Street from its current C-5 classification - Heavy Commercial to R-3 - One-
Family Row Houses.

#4273 An Ordinance to Amend Chapter 2 of the City Code Regarding the Establishment
of Council Organizational Fund (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.
If approved, the Council would be establishing a Council Organizational Fund which would be
funded through an appropriation by City Council at the beginning of the fiscal year in which
Council elections are held. The fund would be available every four years and would be managed
by the incoming Council President to, among other things, plan and execute the first meeting of
the new session of City Council, which includes each member being sworn into office, or fund
informational and education materials, sessions or meetings to acquaint each new and returning
member about council rules, legislative processes and their duties and responsibilities to the
citizens they serve.

#4274 An Ordinance Constituting Amendment No. 2 to Fiscal Year 2017 Operating
Budget (Being an Ordinance to Amend Substitute No. 1 to Ordinance No. 16-018,
As Amended) (Union) (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing the appropriation of $6.7 million to
fund employee contracts with the City’s public employee unions (ASFSCME Locals 320 and
1102, IAFF 1590 and FOP Lodge #1) as well as the City’s non-union employees. The $6.7
million would be taken from the City’s Unassigned Fund Balance.

#4275 An Ordinance to Amend Chapter 40 of the City Code Regarding Restrictions on
Selecting, Reclassifying, or Otherwise Placing Members of the Appointed Service
in Vacant Positions in the Classified Service During a Lame-Duck Period (1st &
2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.
If approved, Chapter 40 of the City Code would be amended to define and then add a “lameduck
period” of time during which no appointed City employee may be selected, reclassified or
otherwise placed into a vacant position in the classified service, unless there is an emergency
certified by the Director of Human Resources and approved by the Administrative Board. Any
appointee who applies for a position in the classified service could be considered for the
position, as would any other applicant, but only after the conclusion of the lame-duck period. If
no appointee applies for a vacant position, then the selection process for that position may
proceed during the lame-duck period. The legislation is intended to keep the employee selection
process free of political influence or advantage assuring that the most qualified applicant is
selected for a position of employment with the City of Wilmington.
