#0099 An Ordinance to Amend Chapter 2 of the City Code to Require that Incarcerated
City Residents be Counted at Their Last Known Residences Before Incarceration
for Redistricting Purposes (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the City Council for Council’s review and
approval. This Ordinance amends Chapter 2 of the City Code to require City
Council and its Redistricting Committee to count incarcerated individuals in State
of Delaware or federal correctional facilities at their last known addresses before
incarceration for redistricting purposes, if such individuals were residents of the
City of Wilmington immediately before their respective dates of incarceration. This
requirement applies to every future redistricting beginning with the redistricting that occurs as a result of the federal decennial census of 2020. Finally, as a
housekeeping matter, this Ordinance deletes current City Code Section 2-32.1
regarding the census 2000 complete count committee because it is obsolete.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 4 of the City Code by repealing
Subchapter 7 in its entirety, which eliminates (1) licensing requirements for
stationary engineers and firemen operating steam boilers, turbines, and engines in
the City; (2) attendant and inspection requirements for power boilers, fired
pressure vessels and installations using nuclear fuel; and (3) the Board of
Examining Engineers.

Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes the Department of Parks and Recreation’s
grant application to the State of Delaware Department of Natural Resources and
Environmental Control for funds allocated pursuant to the 2021 Outdoor
Recreation, Parks and Trails Grant Program in the amount of $150,000.00. The
funds will be used for improvements to the Christina Park pier. A local match of
one-third (1/3) of the grant amount is required.

Budget (Being an Ordinance to Amend Substitute No. 1 to Ordinance No. 21-019)

Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance is the first amendment to the Fiscal Year 2022
Operating Budget Ordinance. It contains: (1) changes to the position allocation
list for City Council and the Mayor’s Office; (2) revised budget appropriations
for City Council; (3) increased budget appropriations for the Department of Public Works and the Department of Information Technologies; and (4) a transfer
from the Tax Stabilization Reserve to the Economic Strategic Fund.

Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 37 of the City Code to ensure privately
owned official traffic control devices are removed within a reasonable time after
the completion of a construction project.

#0102 A Resolution Approving the Police Department’s Grant Application to the State of
Delaware Special Law Enforcement Assistance Fund to Upgrade and Replace
Existing Equipment
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes the Wilmington Police Department’s grant
application to the State of Delaware Special Law Enforcement Assistance Program
for $60,000.00 in grant funding. The proposed grant funds would be used to
upgrade the Police Department’s existing Crash Data Recorder equipment,
purchase twenty (20) new bicycles to be used by patrol officers, and upgrade mobile
forensic equipment to enhance investigative capabilities. No local matching funds
are required.

Delaware Fund to Combat Violent Crime for Violence Reduction Overtime Costs
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution authorizes the Wilmington Police Department’s grant
application to the State of Delaware Department of Safety and Homeland Security
Fund to Combat Violent Crime (FY 2022) for $419,208.06 in grant funding. The
proposed grant funds would be used to cover overtime costs as part of overall
violent crime reduction efforts. No local matching funds are required.

application to the United States Department of Justice Edward Byrne Memorial
Justice Assistance Grant Program for $219,891.00 in grant funding. The proposed
grant funds would be used to cover the salary for a civilian cold case investigator
and overtime costs as part of overall violent crime reduction efforts. No local
matching funds are required.

$800,000.00 in grant funding. The proposed grant funds would be used over a
three-year period to hire two (2) additional personnel for the Police Department’s
Victim Services Unit, and to support local efforts around violence reduction
undertaken by the Police Department, its criminal justice partners, and Community
Violence Intervention Programs. No local matching funds are required.
