#4282 A Resolution Authorizing the City to Acquire 216 West 23rd Street
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Department of Real Estate and
Housing to purchase a property at 216 West 23rd Street from the property owners (Steven and
Shirley Brown) for the sum of $44,550. The City plans to renovate the property and offer it for
sale as a homeowner-occupant ready property.

Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing certain traffic and parking
regulations and also rescinding certain traffic and parking regulations. For a complete listing of

#4260 Ord. 16-046 Amend Chapter 42 of the City Code Regarding the Mobile Food
Vending Unit (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration and City Council for
Council’s review and approval. If approved, the Council would be designating the City’s Mobile
Food Vending Unit Program as a permanent program versus a pilot program which is how it
was originally approved by Council.
#4292 A Resolution on the Proposed Amendments to the Neighborhood Comprehensive
Development Plan for the Southwest Analysis Area (Public Hearing)
Synopsis: This is a public hearing for a Resolution that is being presented by the Administration
for City Council’s review and approval. If approved, Council would be authorizing changes to
the Neighborhood Comprehensive Development Plan for the Southwest Analysis Area.
#4270 Ord. 16-049 Rezone 2303 Pyle Street from C-5 (Heavy Commercial) to R-3
(One-Family Row Houses) (Public Hearing – 3rd & Final
Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be authorizing the rezoning of a property located
at 2303 Pyle Street (Parcel No. 26-026.10-103) from its current C-5 classification which is
Heavy Commercial to R-3 which is One-Family Row Houses.

#4293 An Ordinance to Amend Chapter 2 of the City Code Regarding the Audit Review
Committee (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.
If approved, the Council would be amending Chapter 2 of the City Code to update and codify
provisions related to the Audit Review Committee. The Ordinance would enhance the
independence of the committee by including members of the public and would reduce the number
of members to reflect similar committees throughout Delaware.

#4294 A Resolution Authorizing the Filing of a Grant Application by the Wilmington
Police Department to the State of Delaware to Combat Violent Crime
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Wilmington Police Department to
apply for a $270,360 grant from the State of Delaware’s Fund to Combat Violent Crime. The
funding would be used for overtime, data-driven intelligence, high visibility patrols, walking
assignments and tactical response initiatives. There is no local match of funds required for the
City to receive this grant.

#4295 A Resolution Regarding the Collective Bargaining Agreement for FOP Lodge #1
(Captains and Inspectors)
Synopsis: This Resolution is being presented by the Administration for City Council’s review
and approval. If approved, Council would be authorizing the Administration to enter into a
Collective Bargaining Agreement with FOP Lodge #1 Captains and Inspectors. The retro-active
agreement is effective from July 1, 2014 through June 30, 2017. It provides a 1% cost of living
increase for Fiscal Years 15, 16 and 17. The agreement also requires Captains and Inspectors to
pay additional costs related to City-provided health care.

#4296 An Ordinance to Amend Chapter 37 of the City Code Regarding Civil Penalties
(1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s review
and approval. If approved, the Council would be amending Chapter 37 of the City Code by
requiring the Director of Finance to waive civil penalties that are owed in connection with
unpaid parking violations that are older than seven years from the date of issuance and to deem
such penalties to be uncollectible.
