#0111 An Ordinance to Amend Chapter 37 of the City Code Relating to the Removal of Abandoned Vehicles Within the City (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance updates the City Code to more closely match State law provisions relating to abandoned vehicles. Updates to the code include provisions for removing vehicles from private property when a vehicle has been
abandoned with or without the property owner’s consent and the notice requirements that must be observed before a vehicle is removed. This Ordinance also rectifies an ambiguity created under 21 Del. C. §4402 (d) by empowering Wilmington Police officers to call for the removal of abandoned vehicles from private property.
#0112 An Ordinance to Create a Down-Payment and Settlement Assistance Program (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This ordinance creates a municipal loan program, to be administered by the Department of Real Estate and Housing, to provide eligible homebuyers with loans of up to $10,000 to assist with down payment or settlement costs related to the purchase a primary residence in the City of Wilmington.

approval. This Resolution authorizes the city to accept the following gifts to assist the Department of Parks and Recreation’s efforts to improve Tilton Park: (1) $134,627.45 of new playground equipment and up to $500,000.00 in funding from Cornerstone CDC West and (2) $145,000.00 in funding from the New Castle County Conservation District.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the execution of a multi-year amendment to the agreement between the City of Wilmington and Teladoc Health, Inc. for telehealth services for City employees and their dependents to add mental health services to the agreement. The amendment is for a period of one (1) year and nine (9) months from January 1, 2022 through September 30, 2023, with the possibility of three (3) extensions of one (1) year thereafter.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance is the first amendment to the Fiscal Year 2022 Operating Budget Ordinance, which was enacted in Substitute No. 1 to Ordinance 21-019. This amendment contains: (1) changes to the position allocation list for City Council and the Mayor’s Office; (2) revised budget appropriations for City Council; (3) increased budget appropriations for the Department of Public Works and the Department of Information Technologies; and (4) a transfer from the Tax Stabilization Reserve portion of the General Fund Balance to the Economic
Strategic Fund.

This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security Fund to Combat Violent Crime (FY 2022) for $419,208.06 in grant funding. The
proposed grant funds would be used to cover overtime costs as part of overall violent crime reduction efforts. No local matching funds are required.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice Edward Byrne Memorial Justice Assistance Grant Program for $219,891.00 in grant funding. The proposed
grant funds would be used to cover the salary for a civilian cold case investigator and overtime costs as part of overall violent crime reduction efforts. No local matching funds are required.

This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice, Bureau of Justice Assistance Fiscal Year 2021 Byrne Criminal Justice Innovation Program for
$800,000.00 in grant funding. The proposed grant funds would be used over a three-year period to hire two (2) additional personnel for the Police Department’s Victim Services Unit, and to support local efforts around violence reduction undertaken by the Police Department, its criminal justice partners, and Community
Violence Intervention Programs. No local matching funds are required.
