Their Families in the amount of $67,500. The grant, which does
not required a City match of funding, would enable the City to
keep the William “Hicks” Anderson Community Center open on
weekends for extended hours during the summer months of
2016 and 2017.

Synopsis This Ordinance is being presented by the Administration for

Recreation, to enter into a 2.5 year contract with Cintas
Corporation for providing uniforms to approximately 26 Parks
and Recreation Maintenance Division employees. The annual

To Amend Chapter 37 of the City Code Regarding Outstanding
and Overdue Citations
Synopsis This Ordinance is being presented by City Council for Council’s
review and approval. If approved, Council would be codifying a
current City policy that governs when vehicles may be
immobilized or towed by the City because of non-payment of a
citation or fine. Specifically, Council would be amending
Chapter 37 of the City Code to direct that that an unpaid fine
will not be considered towards boot eligibility until the appeal
period for that citation or fine has expired. The Ordinance
would make certain in law that because a citizen has an option
to either appeal or pay the fine during an active appeal period,
or to challenge the citation on appeal, that particular unpaid
fine should not be counted toward eligibility for vehicle
immobilization or towing.

In Support of an Increase of the Minimum Wage for Workers to
$15.00 an Hour and Further Encouraging the Federal and State
Governments to Enact Such Measures
Synopsis This Resolution is being presented by City Council for Council’s
review and approval. If approved, Council would be supporting
a $15.00 federal and state minimum wage and would be urging
the State and Federal governments to enact such legislation or
policies needed to bring about the new minimum wage
throughout Delaware and the nation. The Resolution notes that
Wilmington’s poverty rate for families with children under 18
years of age is more than twice the State of Delaware’s average.
The Resolution also cites other reasons why the minimum wage
should be increased such as evidence that persons who earn
lower wages are more likely to become involved in criminal acts
or instances of domestic violence.
