#0057 Sub. 1 Ord. 21-024 Amend Chapter 5 of the City Code to Require Buyers of
Residential Rental Property to Pay Business License Fees at
Property Settlement (3rd & Final Reading)
Synopsis: This Substitute Ordinance is being presented by City Council for Council’s review
and approval. This Substitute No. 1 to Ordinance No. 21-024 amends Chapter 5 of the City Code by adding Section 5-37.1 to require buyers of residential rental
properties located within city limits to complete a business license application and pay business license fees at settlement. Substitute No. 1 to Ordinance No. 21-
024 also requires the Department of Licenses and Inspections to provide the new property owners with an informational brochure providing guidance for landlords and owners of vacant properties. The purpose of Substitute No. 1 to
Ordinance No. 21-024 is to increase enforcement and compliance with business
license requirements among owners of rental property, and to streamline the
process for investor-owners to obtain business licenses.

#0219 An Ordinance to Amend Chapter 37 of the City Code to Extend the Fire Lane
Along the Entire Extension of Christina Landing Drive (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 37 of the City Code to allow for the
fire lane to be extended through the entire extension of Christiana Landing Drive
to prevent unlawful parking.

Bounded by Maryland Avenue, the Amtrak Railroad Corridor, I-95, and Lower
Elm Street From a Zoning Classification of M-1 (Light Manufacturing) to a
Zoning Classification of C-2 (Secondary Business Centers) (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for City Council’s
review and approval. This Ordinance rezones fourteen parcels of land located
within the area generally bounded by Maryland Avenue, the Amtrak Railroad
Corridor, I-95, and Lower Elm Street (being Tax Parcel Nos. 26-042.20-015, 26-
042.20-016, 26-042.20-017, 26-042.20-018, 26-042.20-019, 26-042.20-020, 26-
042.20-021, 26-042.20-023, 26-042.20-024, 26-042.20-025, 26-042.20-026, 26-
042.20-027, 26-042.20-095, and 26-042.20-096) from a zoning classification of
M-1 (Light Manufacturing) to a zoning classification of C-2 (Secondary Business
Centers).

to Rezone Fourteen Parcels of Land Located Within the Area Generally Bounded
by Maryland Avenue, the Amtrak Railroad Corridor, I-95, and Lower Elm Street
From a Zoning Classification of M-1 (Light Manufacturing) to a Zoning
Classification of C-2 (Secondary Business Centers)
Synopsis: This Resolution is being presented by the Administration for City Council’s
review and approval. This Resolution schedules a public hearing on January 19,
2023 at 6:30 p.m. in the City Council Chambers regarding an ordinance
proposing the rezoning of fourteen parcels of land located within the area
generally bounded by Maryland Avenue, the Amtrak Railroad Corridor, I-95, and
Lower Elm Street (being Tax Parcel Nos. 26-042.20-015, 26-042.20-016, 26-
042.20-017, 26-042.20-018, 26-042.20-019, 26-042.20-020, 26-042.20-021, 26-
042.20-023, 26-042.20-024, 26-042.20-025, 26-042.20-026, 26-042.20-027, 26-
042.20-095, and 26-042.20-096) from a zoning classification of M-1 (Light
Manufacturing) to a zoning classification of C-2 (Secondary Business Centers). Members of the public will be allowed to participate in the public hearing (i) in person in the City Council Chambers and (ii) virtually in accordance with 29 Del. C. § 10006A. The instructions for virtual participation will be provided on the agenda for the January 19, 2023 Council meeting.
