by the City of Wilmington from the American Rescue Plan Act of 2021 to Ensure
Responsible Fiscal Oversight and to Ensure that Discretionary Funding Decisions
Prioritize the Needs of Underserved Communities Most Impacted by COVID-19
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution identifies a process and focus for spending federal
funds that will be received by City of Wilmington from the American Rescue Plan
Act of 2021 to ensure responsible fiscal oversight and to ensure that discretionary
funding decisions prioritize the needs of underserved communities most impacted
by COVID-19.

Owners of Vacant Properties who Fail to Register Them (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the City Council for Council’s review and
approval. The Ordinance approves the institution of civil penalties on property
owners who fail comply wit the registration requirements for vacant properties.

Requires Landlords to Have a Valid Business License in Order to File an Eviction
Action or Have a Judgment Entered Against Tenants
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution urges the Delaware General Assembly to enact
legislation that will hold landlords of residential property to the same standards
and licensing requirements as other Delaware businesses. Additionally, this
Resolution urges the Delaware General Assembly to protect tenants from
noncompliant landlords by prohibiting landlords operating in Delaware without a
valid business license from filing an eviction action or having a judgment entered
against a tenant.

approval. This Resolution is urging the Delaware General Assembly to increase
the Victims’ Compensation Assistance Program (VCAP) funeral and burial
allotment to a total of $7,500 for eligible applicants.

Bank and the City of Wilmington Department of Real Estate and Housing to
More Aggressively Market Vacant Lots in Their Inventory for the Purpose of
Building Affordable Homes
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution encourages owners of vacant lots throughout the City
to more aggressively market those lots to builders for the purpose of building
affordable homes.

Undeveloped Lots without Notifying the Appropriate Civic Association
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution encourages individuals and organizations who wish to
set up community gardens to actively engage with the community where the
garden is to be located. Engaging with the community before starting a new
garden will improve the likelihood of long-term sustainability for new gardens by
addressing common worries including year-round maintenance, and pest control.
