#0289 A Resolution Urging School Districts and Department of Health to Take
Remedial Action on Lead Contamination in School Water Sources
Synopsis: This Resolution is being presented by City Council for City Council’s review and
approval. This Resolution urges the Delaware General Assembly, the Division of
Public Health, and the Department of Education to coordinate with school districts
and affected schools to remove lead contamination from water sources; inform
parents, faculty, and staff members of their potential lead exposure; and develop a
definitive plan for testing impacted individuals for lead toxicity. It also expresses
strong favor for ongoing monitoring of school water sources for potential
contamination, and a plan of action to address any future incidents of community
exposure.

#0290 A Resolution Approving a Lease of 1108, 1110, 1112, 1114, and 1116 East
Twelfth Street and 1125 and 1127 Brandywine Street to the Delaware Center for
Horticulture for a Community Garden
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. This Resolution approves the grant of a leasehold interest in 1108 East
Twelfth Street, 1110 East Twelfth Street, 1112 East Twelfth Street, 1114 East
Twelfth Street, 1116 East Twelfth Street, 1125 Brandywine Street, and 1127
Brandywine Street to the Delaware Center for Horticulture, Inc. for use as a
community garden.

#0291 An Ordinance to Amend Chapter 44 of the City Code to Provide a Property Tax
Abatement for Low-to-Moderate Income, Long-Term Homeowners Following a
50 Percent or More Property Tax Increase on Their Primary Residence (1st & 2nd
Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance provides a partial property tax abatement for low-tomoderate, long-term City homeowners who meet certain eligibility requirements.
Eligible homeowners who have their property tax obligation increased by 50% or
more following a property assessment may apply for a partial abatement of their
tax obligation. The partial abatement would pause their tax obligation at the preassessment amount as long as the property homeowner meets the eligibility
requirements

#0292 A Resolution Requesting the State of Delaware to Either Increase the Maximum
Size for Downtown Development Districts in Jurisdictions with Populations Over
30,000 to 375 Acres or Repeal the Requirement that Downtown Development
Districts be Contiguous
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution requests that the State of Delaware either (i)
increase the total allowable size for Downtown Development Districts in
jurisdictions having populations of over 30,000 residents to 375 acres or (ii) repeal
the requirement that Downtown Development Districts be contiguous.

#0293 A Resolution Supporting the Submission to the State of Delaware of the City’s
Proposed Amendment to Expand the Boundaries of its Downtown Development
District
Synopsis: This Resolution is being presented by the Administration for Council’s
review and approval. This Resolution supports the submission of the City’s
proposed amendment to expand the boundaries of the City’s Downtown
Development District from 249.46 to 264.01 acres, as illustrated on the map
attached to this Resolution as Exhibit “A”, to the State of Delaware’s Office of
State Planning Coordination and Cabinet Committee on State Planning Issues.

#0294 An Ordinance to Amend Chapter 37 of the City Code to Require the Department
of Finance to Prominently Display Statute on Parking Violation Notices and
Notify Parking Violation Recipients of Their Right to Appeal (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance amends Chapter 37 of the City Code by adding a new
subsection requiring parking violations to prominently display the alleged
parking violation. Further, this Ordinance adds a new section which requires the
Department of Finance to notify, in writing, a City resident of their right to
appeal a parking violation at the time the resident is initially issued the parking
violation.
