#0296 An Ordinance to Amend Chapter 34 of the City Code to Establish a Voluntary
Rental Payment Escrow Program (1st & 2nd Reading)

Synopsis: This Ordinance is being presented by City Council for City Council’s review and
approval. This Ordinance Amends Chapter 34 of the City Code to Establish a
Voluntary Rental payment escrow program for tenants renting in the City of
Wilmington. Further, the Ordinance deletes outdated references to “Municipal
Court.”

#0297 An Ordinance to Amend Chapter 45 of the City Code to Establish a Water Utility
Assistance Program (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for City Council’s review and
approval. This Ordinance amends Chapter 45 of the City Code to create a
permanent Water Utility Assistance Program, to be administered by the
Department of Finance. The Water Utility Assistance Program will provide
eligible City residents, as established by the Department of Finance, with
financial assistance to pay water and sewer bills.
#0298 An Ordinance to Amend Chapter 45 of the City Code to Require that City Council
Calculate Water, Sewer Service, and Stormwater Rates and Charges be Calculated
Every Three Years (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for City Council’s review and
approval. This Ordinance amends Chapter 45 of the City Code to establish a threeyear structure for water, sewer service, and stormwater rates and charges, to
become effective in Fiscal Year 2025.
#0299 A Resolution Encouraging the Delaware General Assembly to Support SB No. 2
to Better Regulate Firearms and Promote Responsible Gun Ownership
Synopsis: This Resolution is being presented by City Council for City Council’s review and
approval. This Resolution urges the members of the Delaware General Assembly
to support SB No. 2, An Act to Amend Title 11, Title 24, and Title 29 of the
Delaware Code Relating to Deadly Weapons, to better regulate the sale and
transfer of handguns and promote responsible gun ownership.

Operations for Non-Conforming Liquor Stores (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for City Council’s review and
approval. This Ordinance amends Chapter 5 of the City Code to extend the Sunday
hours of operation of “non-conforming” liquor stores to match the hours of
operation of commercially zoned liquor stores in the City.

#0301 An Ordinance to Amend Chapter 37 of the City Code to Reduce Civil Penalties
for Certain Parking Violations (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by City Council for City Council’s review and
approval. This Ordinance reduces the civil penalties for certain parking violations
from $40.00 to $30.00. This Ordinance also eliminates the discount for early
payment of civil penalties for certain parking and motor vehicle violations. Finally,
this Ordinance extends the deadline to protest citations from twenty (20) to twentyone (21) days
