#0022 Sub. 2 Ord. 21-008 Amend Chapter 5 of the City Code to Require Detailed
Owner Information on Applications for a Business License to
Operate a Residential Rental Property (3rd & Final Reading)
Synopsis: This Substitute Ordinance is being presented by the City Council for
Council’s review and approval. This Substitute No. 2 to Ordinance No. 21-008
requires that more detailed information be provided to the City of Wilmington
regarding the owners and/or operators of rental properties.

#0079 An Ordinance to Authorize and Approve a Volume Licensing Agreement between
the City of Wilmington and Microsoft Corporation for Microsoft Computer
Software (1st & 2nd Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the execution of a Volume Licensing Agreement with Microsoft Corporation to purchase Microsoft computer software
licenses for the City's desktop/laptop computers for the period of three (3) years,
with the possibility of one (1) extension of three (3) years thereafter.

#0059 Ord. 21-025 Authorize and Approve an Educational Access Channel Agreement (Contract 22009CCPS) between the City of Wilmington and the Red Clay Consolidated School District (3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s review and
approval. This Ordinance authorizes the execution of an Educational Access Channel Agreement (Contract 22009CCPS) (the “Agreement”) between the City of Wilmington and the Red Clay Consolidated School District for the operation and management of an educational access channel under the City’s franchise
agreement with Comcast of New Castle County, LLC. The Agreement is for a period of two (2) years from July 1, 2021 through June 30, 2023, with the possibility of a one-year extension thereafter. There is no cost to the City under the Agreement.

#0073 Ord. 21-033 Amend Chapters 2, 39, and 40 of the City Code to Change the
Position of City Physician to City Medical Provider (3rd & Final
Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance amends Chapters 2, 39, and 40 of the City Code to change the position of City physician to City medical provider to allow the City flexibility in hiring appropriate medical professionals to provide medical services
for City employee cases in light of the changing medical profession. The position
of City medical provider shall be filled a duly licensed medical doctor or a
medical provider who is certified by the State of Delaware to conduct a medical
practice independent of a medical doctor. In addition, as a housekeeping matter,
this Ordinance deletes unutilized provisions in Sections 40-137 and 40-298 of the
City Code.

Wilmington and Jackie Joe Lindo, DPN, APRN, FNP-C for
Medical Provider Services (3rd & Final Reading)
Synopsis: This Ordinance is being presented by the Administration for Council’s review and
approval. This Ordinance authorizes the execution of an agreement between the
City of Wilmington and Jackie Joe Lindo, DPN, APRN, FNP-C for medical
provider services.

#0080 A Resolution Urging the Delaware General Assembly to Allow Wilmington to
Establish a Speed Camera Pilot Program
Synopsis: This Resolution is being presented by City Council for Council’s review and
approval. This Resolution encourages the Delaware General Assembly to allow an
automated speed enforcement pilot program in the City of Wilmington.

#0076 Ord. 21-035 Amend Chapter 34 of the City Code to Revise the Timing of
Appeals Related to Rental Dwellings (3rd & Final Reading)
Synopsis: This Ordinance is being presented by City Council for Council’s
review and approval. This Ordinance amends Chapter 34 of the City
Code to change the time to appeal violations related to rental dwelling units from
20 calendar days from the date of the violation notice to 20 calendar days from
the date the civil fine is assessed. This Ordinance expressly permits the appellant
to raise arguments on appeal related to 1) the violation notice; 2) the adequacy of
any repairs undertaken in response to the notice; and 3) the assessment of the
civil fine. This Ordinance also provides that civil fines will be due 30 days from
the date of assessment in order to provide a person sufficient time to file his or
her appeal. Lastly, this Ordinance makes clear that while an appeal is pending,
further enforcement action, payment of the civil fine and the assessment of any
additional civil fines related to the notice under appeal are stayed.

Establishment of Police Ticket and Arrest Quotas (3rd &
Final Reading)
Synopsis: This Ordinance being presented by City Council for Council’s review and
approval. This Ordinance amends the City Code to prohibit the City Police
Department from establishing ticket and arrest quotas.

#0081 A Resolution Regarding the Wilmington Police Department Commencing an
Academy Class
Synopsis: This Resolution is being presented by the Administration for Council’s review and
approval. In this Resolution, the City Council recognizes that the Chief of the Police Department has represented that the manpower of the Police Department has fallen below ninety-five percent of the number of police officers set forth in the position allocation list attached to the fiscal year 2022 annual operating budget ordinance and has drafted a resolution calling for the commencement of an academy class for the Police Department.
